Metadata artefacts specific to FMR

FMR extends the SDMX 3.0 information model with three custom metadata artefacts.

• Publication Tables - define curated tables of statistics for publication purposes that go beyond simple pivots
• Validation Schemes - define balance equality and hierarchy validation rules
• Excel Reporting Templates - simplify data reporting by generating Excel templates into which just the observation values need to be entered
